The Yucatan Accord
The Hanseatic League and the St. George Squadron of the White hereinafter referred to as the High Contracting Parties;
RECOGNIZING the principles of strict respect for each Societies self-governance and their mutual interest to further both security and trade within the King's Plantations, Colonies and possessions of the West Indies;
REAFFIRMING the principle of non-interference in the internal affairs of our respective organizations;
CONVINCED that relations of good neighbourliness between the High Contracting Parties will contribute to peace, security, stability and progress in the Caribbean;
Have solemnly agreed to the following:
Article I
The High Contracting Parties who produce trade goods should charge as low a price as is practicable, which is expected to be around the cost of the goods plus an additional twelve percent over cost when selling to members bound by this accord. Members are encouraged to charge less but the above percentage is a ceiling to charge.
Article II
The High Contracting Parties who specialize in warfare should be willing and able to convoy merchant members bound by this accord. Convoy Escorts are a necessity and schedules should be flexible enough for short notice request and considered a standing order to be factored into daily patrol missions. Because of the variables involved such as pirates, distance, type of cargo (raw materials to final product), etc. a set price for convoy cannot be predetermined. Therefore, payment for convoy participation will be based on the above variables and will be negotiated shortly before each convoy leaves port, but the payment must remain fair to the merchants so as not to force them to exceed as low a price as is practicable, which is expected to be around the cost of the goods plus an additional twelve percent above the cost of goods transported.
Article III
During time of open hostility and warfare between nations within the region, the High Contracting Parties will declare a state of emergency. During this state, if convoying to a contested port to affect unrest, then it is in our Majesty’s interest that escort service is freely given. Also, captains and war councils should cooperate in the attacking of enemy ports and shipping. Prizes and booty will be divided within the agreed upon standards of distribution.
Article IV
All disagreements, violations, loss of cargo and instances not covered in this accord will be mediated and settled between the High Contracting Parties governing bodies. Individual members of the High Contracting Parties who do not follow the specified terms and conditions of this agreement will face punishment and censure from the High Contracting Parties governing bodies.
